We are seeking an experienced and highly motivated Safety Manager and Deputy Compliance Monitoring Manager to join their growing team in Malta. This is a senior, varied role at the heart of the organisation's Safety and Compliance Management System — ideal for someone who thrives in a regulatory environment and takes pride in driving genuine safety culture.
The Role
You'll act as the central point of contact for the development, oversight, and continual improvement of the Safety and Compliance Management System — spanning both safety risk management and compliance monitoring functions. The role carries real accountability and visibility, with direct reporting lines to senior leadership.
Safety Risk Management
- Perform hazard identification and conduct risk assessments
- Facilitate Management of Change (MoC) risk assessments and follow up on corrective actions
- Monitor the timely implementation of safety actions and risk mitigation measures
Safety Performance & Reporting
- Monitor safety performance against organisational policy and objectives
- Provide periodic safety performance reports to the Safety Review Board and Accountable Manager
- Advise on safety matters and ensure safety training is delivered to acceptable standards
Safety & Occurrence Reporting
- Manage the safety reporting scheme and occurrence reporting system
- Initiate and follow up on internal occurrence investigations
- Maintain safety management documentation and records
Compliance Monitoring & Quality Assurance
- Carry out audits, raise findings, and follow up on corrective actions
- Monitor and assess the effectiveness of management system processes
- Oversee subcontracted activities and the Compliance Monitoring System
- Provide regular feedback to the Accountable Manager on audit results and system performance
- Recommend approvals, limitations, or suspensions based on audit outcomes
- Authorise auditors based on competency assessments
- Support compliance and quality functions across Part-145, Part-CAMO, Part-147, and Part-21 organisations
Documentation & Manual Management
- Contribute to updates of Operations Manuals, Airworthiness Manuals, Management Manuals, and the Compliance Monitoring System
- Monitor the quality and accuracy of all company handbooks and manuals
Personnel Competence
- Ensure subordinate staff are competent in their duties, procedures, safety matters, and human factors
- Ensure annual competency assessments for personnel involved in airworthiness management and airworthiness reviews
Communication & Stakeholder Liaison
- Maintain open correspondence with relevant authorities and stakeholders
- Actively participate in management and safety meetings, including Safety Review Board (SRB) meetings
What You'll Need
Skills & Knowledge:
- Strong knowledge of ICAO standards and European safety management requirements
- Understanding of safety investigation techniques and root cause methodologies
- Practical experience applying Aviation Safety Standards and safe operating practices
- Knowledge of SMS requirements, Human Factors principles, and ICAO Annex 19
- Proficiency in auditing techniques — planning, conducting, and reporting
- Previous experience in a CAMO environment is a distinct advantage
- Excellent organisational, communication, and analytical skills
- Highly detail-oriented with strong data management and problem-solving abilities
- Self-motivated, collaborative, and committed to safe working practices
- Good command of spoken and written Maltese and English
Qualifications & Experience:
- Minimum 5 years of relevant experience, including at least 2 years in an aviation safety management position
- A relevant engineering degree (aeronautical, mechanical, electrical, electronic, avionics or related discipline) or an aircraft maintenance technician qualification with additional education OR
- 5 years' experience covering aircraft maintenance and/or continuing airworthiness management
- Knowledge of relevant aircraft types gained through formalised training (minimum Part-66 Appendix III Level 1 General Familiarisation standard)
- Knowledge of aircraft maintenance methods and EU Regulations 1321/2014 and 748/2012
