Volantes Technical Recruitment are currently supporting a luxury helicopter service provider based in Dubai with their search for a Deputy Compliance Monitoring Manager.

 

Role and Responsibilities 

Support the Compliance Manager in the establishment, implementation, and maintenance of the compliance monitoring system, with primary responsibility for CAR-145 compliance monitoring activities. 

Plan, conduct, and document internal compliance audits and surveillance activities against CAR-145 and support CAR-M requirements in accordance with the approved compliance audit program as delegated by the Compliance Monitoring Manager, maintaining independence of the audit process from the activities and personnel being monitored and proactively self-declaring any conflicts of interest or prior working relationships that may affect audit independence. 

Manage the monitoring and control of the Approved Supplier List (ASL), including initial assessment, continued oversight, performance monitoring, and re-approval of suppliers in accordance with CAR-145 and approved organisational procedures.

Raise, document, and track compliance findings arising from CAR-145 audits, supplier oversight activities, and compliance reviews, and support verification of the adequacy and effectiveness of corrective and preventive actions under the direction of the Compliance Monitoring Manager including classification of findings as Level 1, Level 2, or Level 3 observations in accordance with approved procedures with severity classification proportionate to the actual risk posed and the organisational context. 

Act as compliance project lead for Management of Change activities, coordinating compliance inputs, regulatory impact assessments, and verification of procedural compliance, without assuming ownership of operational or safety risk management activities.

Support the Compliance Monitoring Manager in monitoring and promoting the organisation's Safety Management System, including participation in safety reporting, safety promotion activities, verification of compliance with approved SMS procedures, and the development of a positive safety culture within the compliance function. 

Prepare compliance status reports, audit summaries, supplier oversight data, and MoC progress updates for review by the Compliance Monitoring Manager.

Liaise with engineering, maintenance, logistics, and contracted organizations on compliance and supplier oversight matters in coordination with the Compliance Monitoring Manager and support the Compliance Monitoring Manager in monitoring changes to applicable GCAA regulations, assisting in the assessment of organisational implementation requirements. 

Deputize for the Compliance Monitoring Manager during periods of absence for routine compliance monitoring activities, including CAMO and CAR-145 compliance monitoring functions, excluding formal Post Holder responsibilities unless formally delegated in writing and accepted by the GCAA where required.

Conduct and support safety occurrence investigations across the organisation as directed by the Compliance Monitoring Manager, including investigations outside the primary CAR-145 audit scope where operational need requires. Responsibilities include evidence gathering, root cause analysis, regulatory compliance assessment of findings, and verification that corrective actions arising from investigations are appropriate and effectively implemented with all investigation activities conducted within the scope authorised by the Compliance Monitoring Manager and reported through the established compliance and safety reporting channels. 

Support the identification, reporting, and monitoring of compliance-related safety occurrences and hazards through the organisation's safety reporting system, ensuring timely escalation to the Compliance Monitoring Manager. 

Apply a risk-based approach to compliance monitoring, including the adjustment of audit frequency and scope in response to identified risk trends, and application of root cause analysis to compliance findings to ensure corrective actions address systemic causes. 

Support the maintenance and control of compliance-related documentation including manual amendments, procedure updates, and document approvals under the direction of the Compliance Monitoring Manager. 

 

Qualifications and Experience

Demonstrated knowledge of GCAA CAR-145 and CAR-M requirements applicable to an integrated AOC/CAMO/CAR-145 operator. 

Working awareness of GCAA CAR-OPS requirements applicable to the AOC operating environment. 

Qualified Lead Auditor with Experience in compliance monitoring, auditing, or quality assurance within an approved maintenance organisation.

Technical background sufficient to assess maintenance practices and supplier compliance, including aircraft maintenance experience or equivalent technical education. Rotary wing maintenance experience preferred. 

Experience in supplier oversight, subcontractor control, or audit coordination.

Experience leading or coordinating projects or Management of Change activities.

Ability to communicate at all levels – oral and written. 

Demonstrated ability to work collaboratively with maintenance and engineering teams in a small integrated operator environment, with a focus on constructive audit closure, risk-based prioritisation of compliance effort, and measurable continuous improvement. 

Ability to confidently use Microsoft Products – Word/Excel and Power Point. Must be able to create and update documents and manuals. Experience with compliance management software. Familiarity with Centrik or equivalent SMS/compliance platform preferred. 

Demonstrated understanding of risk-based compliance monitoring principles, including safety risk assessment, the integration of compliance monitoring outputs into an SMS framework, and the ability to conduct structured safety investigations across operational areas beyond primary audit scope. 

Familiarity with root cause analysis methodologies and structured investigation frameworks. 

 

Training Required 

GCAA regulatory awareness training appropriate to the Deputy Compliance Monitoring Manager role. 

Initial and recurrent training in GCAA CAR-145, CAR-M, and CAR-OPS applicable to an integrated AOC/CAMO/CAR-145 operator. 

Auditor training appropriate to CAR-145 compliance monitoring and supplier audits.

Management of Change and project management training. 

Software systems used by DAW and Helidubai, including Centrik compliance management platform. 

SMS and Human Factors training appropriate to the role.

Risk-based compliance monitoring, safety management, root cause analysis, risk assessment, and investigation methodology training applicable across all operational areas of an integrated AOC/CAMO/CAR 145 operator. 

 

Authority and Limitations 

The Deputy Compliance Monitoring Manager shall perform compliance monitoring, supplier oversight, and Management of Change coordination duties within the scope delegated by the Compliance Monitoring Manager. The Deputy is authorised to conduct CAR-145 and CAR-M compliance audits, raise compliance findings, and verify corrective actions in accordance with approved procedures, but shall not assume Accountable Manager or Post Holder responsibilities unless formally delegated in writing and accepted by the GCAA where required and shall conduct all interactions with auditees and operational personnel in a professional manner consistent with the organisational culture and the requirements of a small integrated operator. 

 The Deputy Compliance Monitoring Manager shall approach all compliance monitoring activities collaboratively, supporting auditees in understanding findings and developing achievable corrective action pathways in accordance with the organisation's continuous improvement objectives.
